German foreign policy has been shaped by its historical legacy. Over the years, Germany has pursued reconciliation with various states, including Greece. The financial crisis strained German-Greek relations, and while ties appear to be normalizing, questions remain. The recent visit of the German Federal President to Greece showed that historical tensions persist.

This presentation discusses Germany’s reconciliation policy toward Greece, highlighting key features, responses from political and civil actors, and effects on bilateral ties. It provides insight into how this policy is perceived in Greece and develops an analytical framework for understanding reconciliation in foreign policy. Past and future aspects of German-Greek relations will be discussed with a focus on reconciliation and foreign policy.
Dr. Charalampos (Babis) Karpouchtsis, born in Thessaloniki - Greece, studied political science at the Free University of Berlin, completed his M.A. in European Politics at the University of Bath (UK), and earned his PhD at Friedrich Schiller University Jena in 2023.
Since 2022, Babis works at the Department of Political Science at the Helmut Schmidt University/University of the Bundeswehr (HSU) in Hamburg. Babis is the director of the Civic Education division at the Democratic Resilience Center (DRC) of HSU.
In 2024, he received the dissertation prize of the Fritz and Helga Exner Foundation of the Southeast Europe Association Germany.
